Add Multiple Charges When Creating Incident

Expand the existing functionality to allow staff to add multiple charges to an incident during the initial submission. Since most repairs involve multiple damage charges, this enhancement would eliminate the need to return to the incident billing section to add separate fines, streamlining the process and reducing administrative steps.
