Portal Announcements and Service Status Banner

Provide a configurable announcement or service-status banner within the support portal for communicating outages, planned maintenance, service disruptions, and other important notices. Authorized staff should be able to publish, schedule, update, and remove messages, with options to target announcements district-wide or to specific departments, schools, services, or user groups where appropriate.
Use Case
During a district-wide internet outage or scheduled maintenance window, ITS posts a notice on the support portal so users can immediately see that the issue is known and being addressed. This reduces duplicate ticket submissions and provides a central location for current service-status information and updates.
