Department Tracking Under Buildings

The Problem
Right now, Manage 1to1 only tracks assets at the building level. Schools and districts need to track gear, tickets, and inventory down to specific departments (Science, IT, Admin, Special Ed) inside those buildings.
The Solution
Add a nested "Departments" layer directly under Buildings.
What Changes
Settings: Add a "Departments" tab under *Settings > Buildings* to create, edit, or archive departments.
Asset Flows & CSVs: Include a Department dropdown on asset pages, check-in/out screens, and standard CSV import/export sheets.
Filtering & Routing: Add Department filters to asset lists and ticket queues, and auto-route tickets directly to department leads.
