Link Incident Flags to Invoice Fine Items

Allow incident flags to be linked directly to corresponding invoice fine items. When a staff member selects a flag during incident creation, the associated fine item would automatically be added to the incident record.

For example, selecting the “Keyboard Replacement” flag would automatically add the corresponding keyboard replacement fine, eliminating the need to add it manually.

This feature should include an option to enable or disable automatic fine assignment, allowing staff to document an incident with flags first and add fines at a later date when necessary. Since fines are typically added during initial incident creation, this integration would streamline the workflow, reduce duplicate data entry, and help ensure all applicable charges are recorded.
